REQUIREMENTS:

Degree in Supply Chain Management, Engineering, Finance, Business or related field preferred with a minimum of 6 years of Procurement Management experience, preferably in the oil & gas industry. MBA will be an advantage.

Exceptional understanding of tactical procurement processes and the ability to execute same.

Working knowledge of MRP is a requirement, and SAP is preferable.

Excellent leadership and people management skills.

Ability to work independently, being self-motivated and results-oriented.

Fluent in English.

Excellent negotiation, communication (verbal and written) and interpersonal skills.

Excellent understanding of the principles of Category Management, Supplier Quality/Development, Foreign Trade and Taxation.

RESPONSIBILITIES:

Supervises a team of about 4 to 10 Tactical Buyers and/or Procurement Coordinator consisting of both junior and senior grades.

Manage the procurement of material to support Project Tender and Execution. Responsible for procurement resource and process management in support of regional business outlook and plan.

Lead and manage the Tactical Buyers and other team members responsible for the tactical execution of the procurement strategy.  Conduct all necessary performance management process and drive to grow individual and group competencies.

Plan and manage procurement activities to ensure compliance with the contract clauses for the delivery of materials and services.

Support Tender input to ensure appropriate sustainable pricing is provided and in alignment with the Category Strategies

Proactively collaborate with the Global Sourcing organization, providing input and ensuring tactical procurement execution is properly aligned with the category strategy.

Develop and drive tactical procurement execution strategy to ensure supply base meets Safety, Quality, Delivery and Cost requirement.

Contribute to supplier management, through the preparation and use of performance indicators.

Lead Impact Quality cultural change initiative within the product line procurement team for developing, operating and managing ZD processes.

Work with Supplier Contracting team to ensure procurement contracts are all in accordance with company standard and project specific T&C's for a given scope of supply.

Responsible for maintaining good execution relationship with suppliers and following clear escalation path defined by Global Sourcing organization.

Prepare and manage the operational budget of the cost center.

Work with cross functional groups within the respective product line and across product lines to meet Product Objectives i.e. Inventory Management, Spend VS Budget, Material Cost Savings, Cost Containment and Supply Base Rationalization.

Report on monthly basis the Cost Savings & Increases from PL in the region to respective Category Managers.

Exhibit leadership and set professional standards as a representative of the Supply Chain function.

Reduction of PONC related to Suppliers (vendor related or fault).

Ensure Supplier On-Time Delivery.

Management of Purchase Orders, i.e. Past Due, Open Orders, and Schedule Change Management.

Forecast and management of receipts

Procurement Cost Reduction

Management of Cost Center Budgeting and Expense Control.

Receives directions from Materials Manager, and Global Sourcing.

Position has full ownership in developing and executing the Tactical Procurement Execution Plan.

Must adhere companies Financial Standard 

Ensure compliance and alignment with global sourcing strategies.

Willing to address inconsistencies with internal strategies in an effort to meet Product Line goals.

MAIN TASKS:

Provide the best conditions of supply and ensure availability of materials and services for the product lines, so as to sustain execution of Projects within their parameters of Safety, Quality, Delivery and Cost, while adhering to company policies, Global Sourcing Strategies and applicable Legal standards.
